Planning permission has been requested for 8 one-bedroom, affordable housing flats. The flats are to be on the first floor and the roof space (which is having a dormer extension). The ground floor will be a shop, as yet unnamed.
I intend to object on the following grounds:
– There is no parking for 8 new properties plus visitors. Kent House Road already has enough parking overspill
– There is an existing litter problem from the shops on Kent House Road and the dwellings and tenants on Thesiger Road. An additional shop and accommodation will exacerbate the problem. I have raised the litter problem to Bromley Council on numerous occasions. They are clearly unable to manage the litter problem now, let alone with an extra shop(s) and additional homes
– Loss of amenity. There is a need for a well run pub. It was the council’s mis-management of the previous license that led to the Kent House Tavern closing. The brewery did receive offers for the pub but obviously were not interested.

We will be taking a close interest in this application. All of Martin’s points are valid. Other recent proposals for pub conversions have also been found to have inadequate amenity space and poor design for the accommodation.

The parking issue isn’t just Kent House Road but also Somerville Road. There is barely enough space for cars for existing householders, let alone adding up to 16 for flatowners and countless more for shoppers…
This could be a fantastic community asset in a nice part of Penge/Beckenham. We don’t need yet more flats and cars.

@pengeandcatorcouncillors – are you interested in taking this application to a planning committee?
Speaking to many local residents on Kent House Road and Somerville Road, it seems most were not notified of the development plans. There’s also no signage outside the pub indicating the planning applicate. Surely that’s not appropriate and stinks of subterfuge?

Yes, we have already been in touch with officers. It is important that local residents make their views known. Possible issues include over development, loss of community facility, lack of amenity and storage space for the residents and especially effect on parking in nearby streets. It is possible that it wont need to go to committee if the planner dealing with this application takes the same approach as the one who deal;t with the Alexandra, which was refused under delegation.

The case has been moved to pending decision following the committee meeting on 6th August. The comments on the PDF do not look promising as the concerns raised appear to have been disregarded and the ground floor retail development receives no mention.
Has anyone heard anything more?

I should add, the planner (Simon Greenwood) has listed residents’ concerns raised on this forum and directly to the council but has failed to provide responses to the vast majority of them. It looks worryingly like this was just a box ticking exercise by the council and concerns have not been addressed.

I have been in contact with Mr Greenwood regarding the flaky responses to the planning application. He has responded saying he is “under a lot of pressure with my workload”. This concerns me immensely as I am now beginning if the process is being rushed through without due consideration.

Well it seems he won’t give up – he has submitted a new application for 8 flats on the first floor, virtually identical layout and also submitted an appeal against the original rejection of the 8 flat two storey proposal.
Seems he is determined to go ahead with cramming cheap small flats in and not listening to residents rather than using the space to create good dwellings. Still no word on what he proposes for retail on the ground floor.

I knew there was a new application for 4 flats and a studio on the top floor and an appeal against the original decision…….are you sure there’s a new application for 8 flats too?

I thought the latest application was for fewer flats, leaving both options open until the appeal is determined.

Sorry – yes slip of the keyboard, new proposal is for 4 flats on 1st floor (only tweak being one studio presumably to better fit space standards) plus now appealing the decision to turn down the original 8 flat proposal. Think the 4 flats is probably ok – providing he doesn’t just come back a few months later for another floor on top. Still no detail on retail.
How likely is an appeal to succeed?

Ruth thinks it’s entirely normal. Submit reduced plans as back-up while appealing against the original decision. As you say, left it open on the ground floor so no doubt in time he hopes to come to the rescue of the unused / unviable retail space and stick some more substandard flats there.
I’ve appealed again and made reference to the Lambeth Method parking survey they used stipulating that they carry it out during the day too, given the location (near stations, town centres, shops etc). Google it and see what you think.
