Subject of Appeal :
The erection of two detached dwellings with associated parking and hardstanding, together with the demolition of the existing garage and the provision of a new access driveway.

The reasons for refusal or grounds to contest the appeal were as follows:-
1.The proposal, by reason of the siting of the access road in close proximity to the boundaries of the severance site, the general disturbance associated with its use and the loss of a significant proportion of the garden land associated with the host dwelling, would have a seriously detrimental impact on the residential amenities that the occupiers of the host and adjoining properties might reasonably expect to continue to enjoy, thereby contrary to Policies H7 and BE1 of the Unitary Development Plan, Policies 3.5 and 7.4 of the London Plan and the National Planning Policy Framework.
2.The proposal constitutes an undesirable backland development which by reason of its unsatisfactory and uncharacteristic access, loss of garden land associated with the host dwelling and widespread loss of trees considered to be of public amenity value would have a seriously detrimental impact on the visual amenities, character and distinctiveness of the area, thereby contrary to Policies BE1, H7 and NE7 of the Unitary Development Plan, Policies 7.4, 7.21 and 3.5 of the London Plan and the National Planning Policy Framework.
